National Skills Passport will be issued to the working-age population of Pakistan who qualify. For professionals and workers (talent), this Skills Passport will serve as a proof of skills, qualification and credibility to work anywhere in the world.
Skills passport will ensure that qualifications, skills, expertise, and experience of a worker are recorded in a systematic manner, which facilitates to recognize informally acquired knowledge, skills and competencies through formal assessments and certifications.
It will further serve as a global gateway to finding jobs, training for upskilling and reskilling, entrepreneurial opportunities, equivalency and much more.
This is a new initiative, which is first being launched in Sindh with help of a pilot program covering three trades and selected talent.
The Skills Passport pilot will be executed by Employee Federation of Pakistan with support of ILO and other federal and provincial institutions. And a Steering Committee is set to oversee, monitor and evaluate the pilot. Once the pilot is completed, the Steering Committee will revisit the findings from the pilot to determine if they have an operational framework to replicate the National Skills Passport across Pakistan.

The informal, undocumented economy in Pakistan is characterized by low formal education and unrecognized skills. This informal sector accounts for more than 50% of the employment in main jobs outside agriculture. Local and global employers are wary of ‘informal skills’ as they don’t have any credible evidence of their skills and qualification. The lack of recognition is damaging for Pakistan, leading to loss in job opportunities, better wages, remittances, upskilling and re-skilling of talent.

The purpose of this NSP pilot is to leverage a small doable size of 150 workers/ returning migrants/ to-be-migrants and assess their existing skill level against a national competency standard. The workers who would fall above the benchmark would be certified and issued a National Skill Passport, which would be recognized nationally and internationally.
Talent need to register themselves on the NSP platform and complete their profile.
Skills and experience obtained informally will be assessed against the National Competency Standard.
Once the talent skills meet the desired skill level and his/ her profile is verified by authorized institutions, the National Skills Passport will be issued with a validity date.
