The National Skills Passport will serve as a document that records the education and training, work experiences, and assessment and certification experiences of a specific worker/ professional. Although the initial focus is the informal sector of Pakistan; it can be used in the organised or formal sector to help employees create a comprehensive portfolio of qualifications along with references which ensure its comparability with various skills assessment frameworks like National Competency Standard in Pakistan.
This initiative is to provide the talent of Pakistan a gateway to finding a job, accessing further training for reskilling and upskilling.
Through the NSP initiative, it is envisaged that Pakistani workers are better documented through simple tech infrastructure. Common challenges seen today are:

Skill benchmarks are a way to gauge a person’s proficiency in a particular skill. Sindh Technical Education & Vocational Training Authority (STEVTA) and National Vocational and Technical Training Commission (NAVTCC) have developed National Competency Standards for multiple vocational trades in Pakistan. Here the competencies are mapped against industry, occupation/ job, skill level, tech tools, knowledge and performance.
At present, the National Qualification Framework in Pakistan is grounded on a 3-pillar approach, including National Vocational Qualification Standards (NVQ) and Competency Based Training Standards (CBT). The third building block Accreditation and Certification is supposed to ensure that training provides will meet the prescribed standards.
With National Skills Passport Platform, efforts will be made to digitise the National Competency Standards and integrate them into the system. Currently the national standards are available in paper format.
The idea is have a digital skill inventory and live skill maps, which are modelled in a way that helps assessments, benchmarking, findings and calibrations necessary for effective credentialing, consistent across countries, educating systems and industries.
The National Skills Passport initiative will be supported by simple tech infrastructure in form of a platform. This platform will have multiple modules to help documentation of talent, create competency maps, connect with relevant systems and people and some more. The future goal will be build this platform in a manner that it acts a live Verified Talent Database for Pakistan where talent can be searched, identified and mapped to existing and future jobs, skills, training and other development needs at a national and global level.
